I never said the cities who didn't make the list did not care about their community, I said that the ones who did PLUS had "a very well-developed online presence that is able to motivate that community to action" was what was reflected by the poll's results. Which is almost another way of saying, as you did, that it was the "beer communities placing an importance on winning this poll." The only problem with that statement is that it wasn't enough to merely WANT to win, you also had to inspire, bludgeon, ask, nag, or whatever enough people to vote.
